Turkey - Unions to abstain from minimum wage negotiations - October 31, 2025

Two major union confederations, Hak-İş and DİSK, announced they would abstain from upcoming minimum-wage negotiations for 2026, citing Government “dominance” over the process and limited space for independent worker representation. The abstention reflects deep dissatisfaction with the institutional design of wage-setting and raises questions about the viability of tripartite social dialogue frameworks. It suggests that unless structural reforms occur, wage‐setting might become increasingly contentious or uncooperative.
