Norway - Wage agreement in non-profit sector - June 30, 2025

Unions including Fagforbundet, NITO, NTL, LO and others have reached an agreement with the employers’ organisation Virke covering workers in non-profit institutions delivering public services. The deal applies to a wide range of sectors, including kindergartens, health and social services, higher education, specialist health services, and cultural institutions. The agreement includes general wage increases for all covered workers. For those under the municipal wage structure (e.g. kindergartens and care services), workers will receive between NOK 14,500 and 21,200 (€ 1,227 to € 1,794), while managers will get a 2.8% increase from 1 May. In the specialist health services (with a state-based wage model), wage increases range from NOK 15,400 to 19,000 (€ 1,303 to € 1,607), with a 3.1% raise for managers and specific categories, effective 1 June. Workers in museums, higher education, and cultural institutions under the state structure will receive a fixed NOK 6,600 (€ 558) increase plus 1.5% of their base salary.
