Norway - Reform expands occupational injury protections - May 31, 2025

Parliament approved significant reforms to the occupational injury compensation system, marking a substantial victory for unions across various sectors. The changes aim to provide broader coverage for work-related injuries and illnesses, particularly benefiting those in high-risk professions. A key aspect of the reform is the extension of occupational injury insurance to include mandatory training and exercises. Previously, injuries sustained during such activities were often not covered, leaving workers like firefighters, police officers, and ambulance personnel vulnerable. The new legislation ensures that all employees are protected during employer-mandated drills and training sessions. Additionally, the reform introduces a reversal of the burden of proof in occupational injury cases. Under the new rules, it is now the responsibility of employers or insurance providers to prove that an injury or illness is not work-related, rather than requiring the employee to demonstrate the connection.
