Norway - New agreement strengthens recruitment of health workers - August 31, 2025

An agreement between the Government and trade unions establishes a framework to recruit more people who are currently outside work or education into the health and care sector. The agreement focuses on younger individuals and aims to address shortages of workers in local health and care services. Unions FO, LO, Fagforbundet, and YS all contributed to the agreement to ensure that recruitment efforts will not compromise service quality, staffing levels or the safety and rights of patients and service users. Starting in January 2026, municipalities that wish to participate will be able to apply for additional funding from the Government.
