Netherlands - Bargaining coverage 72% - October 31, 2025

Statistics Netherlands (CBS) published new figures on bargaining coverage by sector from 2010 to 2024. The share of employees covered by a collective bargaining agreement (cao) fell from 76.7% in 2010 to 72.5% in 2024. Although there was a slight increase from 2022 to 2024, bargaining coverage falls well below the target level of 80% in the European directive on adequate minimum wages. Bargaining coverage is highest in public administration with 99% and lowest in specialist business services with 17.4%.
