European trade unions push the European Commission to ensure that public contracts are awarded only to companies whose workers are covered by collective agreements and who engage in genuine collective bargaining. The unions warn that awarding contracts solely on price undermines labour standards and social dialogue. They further propose stricter rules on subcontracting, including joint liability and limits on subcontracting chains. The move frames procurement policy as a driver of decent work across the EU.
