Public transport wage talks hit a deadlock. On 25 September 2025, union sources reported that negotiations between the transport operators and union representatives failed to yield an agreement, with employers citing budget constraints and “no funds available” as the key reasons. The transport department of the Railway Workers' Union submitted a statement to the national conciliator on Thursday, as the almost year-long collective negotiations with Tallinna Linnatranspordi AS (TLT) over the salaries of public transport drivers were unsuccessful. Strikes haven’t been ruled out yet, as unions reaffirm their readiness to press forward if meaningful wage increases are not on the table.
