Bulgaria - No agreement on minimum wage - September 30, 2025

Employers and trade unions failed to reach consensus in the National Tripartite Council over the proposed minimum wage increase to BGN 1,213 (€ 620), set to take effect on 1 January 2026. Unions pushed for even higher levels, arguing that the floor wage must cover the cost of living. Employers countered that the increase outpaces economic growth. The income and living-standards commission began formal discussions, but the deadlock signals early strain in the social dialogue process.
