A living wage, or the minimum income required to cover a person's basic needs and maintain a decent standard of living, is € 1,621 gross in Tallinn and Harju County in 2024, according to Figure Baltic Advisory, the leading labour market research and consultancy firm in the Baltic region. These needs include shelter, food, transportation, healthcare, education, as well as other essentials for a decent life – such as a gym membership, a movie ticket or a book. The living wage is lower outside the capital, as housing costs, along with other activities and services, tend to be more expensive in the capital. By comparison, the monthly gross minimum wage in 2024 is € 820.
