Bulgaria - Employers' resistance to collective bargaining in healthcare - August 31, 2024

The Confederation of Trade Unions (CITUB) has raised significant concerns over the stalled collective bargaining negotiations in the healthcare sector. There has been a troubling refusal from employers to engage in collective bargaining, following the expiration of the previous agreement in April. CITUB highlights that the current resistance undermines social dialogue and worker protection efforts. Recent legislative changes, mandate that national agreements address remuneration and working conditions for healthcare professionals, emphasizing the need for timely negotiations. The absence of a valid collective agreement has led to a freeze on income and the loss of various social benefits for healthcare workers.
