The Estonian Nurses’ Association (Eesti Odede Liit) considered strike action after a long-running labour dispute broke down earlier in the summer. At the heart of the matter were nurses’ working conditions. The health minister said that while his ministry would listen to the nurses’ union’s grievances, a collective agreement (which was struck without the union’s involvement) was still considered a fait accompli for the next two years. According to the union, this agreement did not reflect certain significant developments in health care and did not cover the remuneration of specialist nurses and care workers with specialist training, which were essential elements of the proposal for a collective agreement by the union.
