EU Sources - Agreement on disability directive - February 29, 2024

The European Council’s presidency reached an agreement with the European Parliament on the directive establishing the European disability card and the European parking card for persons with disabilities. National authorities will be responsible for issuing physical and digital European disability cards. The aim of the directive is to ensure equal access to special conditions or preferential treatment provided to persons with disabilities during short stays across the EU. ETUC has long advocated for access to disability support and allowances for individuals with disabilities relocating within the EU. It says it is disappointing that its specific demand in this regard was not fully incorporated into the agreement. However, the commitment from the European Commission to conduct further research into the remaining barriers to freedom of movement is a positive step forward.
