Netherlands - Lower caseload for youth care workers - March 31, 2023

The trade union FNV Youth Care and employers in youth protection have reached an agreement in principle on reducing the workload of youth care workers and phasing out the caseload. After months of campaigning, the agreement represents a breakthrough for the 5,000 youth care workers, who on average assist twice as many children and families as the maximum allowed. The FNV and the employers of the thirteen certified institutions have agreed that between 1 May and 1 September 2023, the number of so-called youth care measures per youth care worker will be reduced by 1.5. As of 1 January 2024, the caseload must be further reduced to 2.5 measures per FTE, after which the caseload will be further reduced every 4 months. The ultimate goal is for youth care workers to have twelve child protection measures under their wing.
