Makin Terang - Improving Work and Worker Representation in Indonesia
This project improves transparency in working conditions and strengthens worker representation in Indonesian garment factories by enabling individual and collective worker representation in over 190 factories.
Project Description
The Makin Terang project strengthens working conditions and worker representation in Indonesia’s garment sector by expanding transparency, increasing participation, and enabling data-driven social dialogue across hundreds of factories.
In a sector characterised by complex supply chains and often unclear or weak union presence, the project addresses the challenge of limited visibility into workplace conditions and insufficient worker voice.
Makin Terang maps labour-law compliance at scale and builds a large, structured database of factory-level working conditions, creating a solid evidence base to support both individual and collective worker representation.
Through the use of Worker Priority Poll surveys, the project captures workers’ needs and priorities in a credible and comparable manner, reaching hundreds of thousands of workers and amplifying the voices of underrepresented groups, particularly women.
In parallel, the project maintains a Social Dialogue Results Database to track progress toward improved collective agreements and workplace outcomes over time, linking data directly to dialogue and negotiation processes.
Capacity-building activities, including training sessions and learning circles, further strengthen the ability of workers and unions to engage effectively in social dialogue and collective bargaining.
By actively engaging international brands and transparency platforms to use its data and tools, Makin Terang extends its impact beyond individual factories, promoting greater accountability, stronger worker voice, and more equitable labour relations across Indonesia’s garment industry.
WageIndicator Foundation and its Gajimu Indonesia team act as lead partners, developing and implementing surveys, training union members to conduct them, analysing results, supporting social dialogue and collective bargaining processes, and maintaining the project’s databases and digital platforms.
