Hong Kong Plans to Regulate Uber and Ride-Hailing Services
The Hong Kong government has proposed the first regulations for ride-hailing services.
This follows years of talks and complaints from the city's licensed taxi drivers about facing unfair competition.
Under the new law, anyone seeking a licence to drive for a ride-hailing company must be at least 21 years old, have held a private car licence for at least one year, have no serious traffic convictions in the last five years, and pass mandatory assessments and training. Additionally, participating vehicles must be under seven years old and undergo annual inspections to maintain compliance.
Requirements for platform operators include business registration, a physical office in Hong Kong and proof of sufficient operational experience and financial strength.
The Transport and Logistics Bureau has announced that quota arrangements will be proposed in the first half of 2026. Prior to this, proposals will be submitted to Hong Kong's Legislative Council for approval in the third quarter of this year.
