Introduction to the Living Tariff Tool - November 30, 2023

With the global gig economy growing exponentially in recent years, increasing attention has been paid to the financial vulnerabilities of gig workers. These workers, such as rideshare drivers, delivery couriers, and freelance contractors, frequently face challenges related to low pay, lack of benefits, and job insecurity. The absence of minimum wage guarantees and the reliance on market forces to determine compensation can result in earnings that are insufficient to cover basic living expenses.
Since 2014, the WageIndicator Foundation has been providing Living Wage estimates for wage-earners based on its cost of living database, currently covering 164 countries. At the same time, GIZ through its gig economy initiative has been engaging workers, platforms and policy stakeholders to foster favourable framework conditions for fair work in the gig economy. Now, in partnership with GIZ, WageIndicator is launching the Living Tariff tool to help gig workers accurately assess their wage requirements. The living tariff tool is being piloted in the Pakistan, Kenya and Indonesia in close cooperation with Centre for Labour Research, and WageIndicator teams.
The tool will provide gig workers with accurate cost of living information and also help them account for calculate hidden and indirect costs like waiting times, cancellation fees, and non-payment by clients. It will also provide them information about relevant labour laws, vacation days, standard working hours, and more.

Opening Remarks: Kirsten SchuettlerHead of Global Gig Economy Initiative, GIZ Kirsten Schuettler leads the Gig Economy Initiative, which GIZ implements on behalf of the German Ministry for Economic Cooperation and Development. She has nearly 20 years of experience working in international development, in countries of different income levels across four continents. She led analytical work and prepared and supervised operations at the World Bank’s Social Protection and Jobs Global Practice in Washington, DC. She also was a Senior Program Officer with the World Bank’s Migration & Remittances team and the Global Knowledge Partnership on Migration and Development (KNOMAD). At the German Development Cooperation (GIZ), she worked as a component manager in the Innovation and Entrepreneurship Promotion Program in Tunisia and was an advisor on private sector development and migration at GIZ headquarters. She has published on migration, forced displacement, jobs interventions and economic development. Fluent in four languages, she holds master’s degrees in economics as well as in political science. |

Iftikhar AhmadLabour Law Specialist at the Centre for Labour Research, Pakistan Iftikhar Ahmad is a comparative labour law expert and founder of the Centre for Labour Research, Pakistan. He heads the Labour Law team at WageIndicator, where he has helped raise awareness about labour rights in more than 100 countries. Iftikhar is also a member of the Labour Expert Group, constituted on the advice of the Prime Minister of Pakistan, to provide social protection to the informal economy workers. While working in the field of labour since 2006, he has been engaged with the Government of Pakistan, International Labour Organization and the World Bank on the labour market and legislative reform issues. |

Pooja GianchandaniOutput Lead – Skills & Rights of Gig Workers, GIZ Pooja Gianchandani is an international skill and TVET expert with specialisation in human-centred learning design, in the context of digital and green transitions. Currently, she leads the output on skills and rights of gig workers at the Gig Economy Initiative implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation (BMZ). Aimed at empowering 10,000+ gig workers in 14+ countries through capacity building tools like e-learning, online apps, live training, the project informs workers on decent work conditions and in-demand skills in the gig economy. Pooja has worked as a TVET Expert with International Institutions such as the ILO, UNESCO, BIBB (German Federal Institute for Vocational Education & Training), SFIVET (Swiss Federal Institute for Vocational Education & Training). She has also led trade and economic cooperation initiatives in India, representing both the public and private sector at various fora, and contributed to key bilateral and global normative instruments.
