Consequently a 30% salary\nenhancement for Science Teachers will be effected.\u003C\u002Fp>\u003C\u002Fdiv>\u003C\u002Fdiv>\u003C\u002Fdiv>\u003C\u002Fdiv>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch3>2. Operationalisation of the Public Service (Negotiating, Consultative and\nDisputes Settlement Machinery) Act 2008.\u003C\u002Fh3>\n\n\u003Cp>2.1. Recognition of Labour Unions\u003C\u002Fp>\n\n\u003Cp>Ten Labour Unions were gazetted and designated as Public Service Labour\nUnions. All the designated Labour Unions signed the Recognition Agreements on\n22nd November 2011.\u003C\u002Fp>\n\n\u003Cp>2.2. Appointment of Public Service Negotiating and Consultative Council\u003C\u002Fp>\n\n\u003Cp>The Public Service Negotiating and Consultative Council was constituted and\na Chairperson and Members appointed. Arrangements are underway to inaugurate\nthe Council.\u003C\u002Fp>\n\n\u003Cp>2.3. Appointment of Consultative Committees\u003C\u002Fp>\n\n\u003Cp>Ministries and Local Governments have nominated and appointed Consultative\nCommittees who will hear and offer conciliation services in labour disputes.\u003C\u002Fp>\n\n\u003Cp>2.4. Job descriptions and person specifications for the post of\nSecretary\u002FPublic Service Tribunal\u003C\u002Fp>\n\n\u003Cp>Job descriptions and person specifications for the post of Secretary\u002FPublic\nService Tribunal have been developed and the financial requirements to fill the\nposition have been provided for in Financial Year 2012\u002F2013. A submission to\nPublic Service Commission to fill the Post will soon be submitted.\u003C\u002Fp>\n\n\u003Cp>2.5. Constitution of the Public Service Tribunal\u003C\u002Fp>\n\n\u003Cp>Concurrence on modalities of appointment of Members of the Public Service\nTribunal has been obtained from the Solicitor General and a Chairperson\nnominated by the Chief Justice. Other Members have also been identified to\nrepresent both Government and the Unions. Currently, a Cabinet Memorandum on\nappointment of Chairperson and Members of the Public Service Tribunal is being\nprepared and will soon be submitted to Cabinet for Approval.\u003C\u002Fp>\n\n\u003Ch3>\u003C\u002Fh3>\n\n\u003Cdiv id=\"clause-hardshipallowancetype1\" class=\"cbaClause highlight\">\u003Cdiv id=\"clause-hardshipallowanceperc1\" class=\"cbaClause highlight\">\u003Cdiv id=\"clause-hardshipallowancetype\" class=\"cbaClause highlight\">\u003Cdiv id=\"clause-HARDSHIP_trigger\" class=\"cbaClause highlight\">\u003Ch3>3. Payment of Hardship Allowance\u003C\u002Fh3>\n\n\u003Cp>Government has continued to effect a 30% payment of Hardship Allowance to\nall Public Officers who work in designated Hard to Reach areas. The payment of\nHardship Allowance does not apply to Public Officers working in Town Councils\nand Districts Headquarters as this would negate the objectives of the\nintervention. Gazetting of the Teachers day 5th October as a public Holiday\u003C\u002Fh3>\n\n\u003Cp>As you may note, various professions have designated days for celebrations.\nTherefore, gazetting Teachers’ day as a public holiday may set a precedence\nwhich is not sustainable as other professions may demand for the same.\nTherefore, whereas Government may recognize the Teachers day, it does not\nnecessarily have to be a public holiday.\u003C\u002Fp>\n\n\u003Ch3>\u003C\u002Fh3>\n\n\u003Ch3>5. Unexplained deletions of Teachers from the payroll\u003C\u002Fh3>\n\n\u003Cp>A Forensic Audit of Government Salaries and Wages which was conducted\nbetween November 2011 and May 2012 by the Auditor General, revealed cases of\ninvalid records i.e. the dead, staff who abandoned duty and their names were\nstill on the pay roll and duplicate records. Based on the report and in order\nto clean the payroll, these records were deleted. However, the Ministry of\nPublic Service is undertaking a case by case analysis of the records for\nTeachers and any Teacher who may have been deleted erroneously, will be\nreinstated and arrears paid.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>Adan K.
