Mr. Muhammad Shabbir - Joint Secretary, E&amp;W Union TIP.\u003C\u002Fp>\n\n\u003Cp>SHORT RECITAL OF THE CASE\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>TIP Employees &amp; Workers Union (CBA) submitted a Charter of Demand (copy\nattached) to the TIP Management vide their letter No. E&amp;W Union dated 24.\n10. 1998, containing fifty-three demands. The Charter of demands was discussed\nby the representatives of CBA and the Management in a number of meetings held\nduring the period and finally a package deal was agreed to as under:-\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>ITEMS OF AGREEMENT\u003C\u002Fp>\n\n\u003Ch2>1.\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-ONCERISE_trigger\">\u003Cp>In recognition of the satisfactory services rendered by the TIP Employees\nand Workers at all level, and the Tremendous progress achieved by them in the\nfield of production during the period, it was decided to pay them “Special\nAdditional Allowance” at a flat rate of Rs. 1250% p.m. with effect from\n01.10.1998. This allowance would be inclusive of the 25% “Special Additional\nAllowance” allowed by the Government with effect from 1st July, 1999. Any\nincrease in pay and allowances allowed by the Government during the operation\nof this agreement will neither be claimed nor allowed to the Employees &amp;\nWorkers of TIP.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>2.\u003C\u002Fh2>\n\n\u003Cp>It was agreed that the demand of the E&amp;W Union to convert the incentive\nallowance amounting to Rs. 1375\u002F- as pay for the purpose of pension shall be\ndiscussed at a later stage. Keeping in view the position of the pension\nfunds.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>3.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the existing limit for grant of Daughter’s\nMarriage Loan from Rs. 10.000\u002F- to Rs. 15,000\u002F- to be recovered in 20 equal\ninstallments. Other conditions for grant of this loan would remain\nunchanged.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>4.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the existing limit for grant of Motor Cycle\nAdvance from Rs. 7,000\u002F- to Ts. 15,000\u002F- per person, to be recovered in 36\nequal installments. The maximum number of Employees and Workers eligible for\nthe grant of this advance would be 50 (fifty)\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>5.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the limit for grant of House Building Advance from\nRs. 75,000\u002F- to Rs. 100.000\u002F- per person, to be recovered in 100 equal\ninstallments. The maximum number of Employees and Workers eligible for the\ngrant of this advance would be 25 (twenty-five). The conditions for grant of\nthis advance would remain unchanged.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>6.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the existing limit of Maternity Allowance from Rs.\n1000\u002F- to Rs. 2000\u002F-. This will however, not be applicable in the cases when\ndelivery takes place in the Hospital for which medical reimbursement in\nclaimed.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>7.\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-protectiveclothing\">\u003Cdiv class=\"cbaClause highlight\" id=\"clause-healthandsafetypolicy\">\u003Cp>It was agreed to increase the existing limit for grant of Shoes Allowance\nfrom Rs. 250\u002F p.a. to Rs.500\u002F- p.a. This allowance will be admissible as per\nexisting entitlement and practice in vogue.\u003C\u002Fp>\u003C\u002Fdiv>\u003C\u002Fdiv>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>8.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to enhance the existing limit for grant of Milk, Butter and\nFruit allowance allowed in Hazardous Shops from Rs. 9.50 to Rs. 15\u002F- per\nattendance.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>9.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the existing rate of Milk Allowance from Rs. 17\u002F-\np.m. to Rs. 35\u002F- p.m. for the employees and from Rs. 34\u002F- p.m to Rs.70\u002F- p.m to\nfor the workers as per present entitlement.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>10.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to increase the existing limit of education grant from Rs.\n50,000\u002F- to Rs. 100,000\u002F-. The conditions and formula for this grant would\nremain unchanged.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>11.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to enhance the existing Fare allowed in medical referred cases\nfor two seats in public transport from Rs. 36\u002F- to Rs.60\u002F- for abbottabad and\nRs. 66\u002F- to Rs. 90\u002F- for Islamabad\u002FRawalpindi. The fare would not be admissible\nwhen ambulance is available provided.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>12.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to enhance the existing limit of Retirement Award from Rs.\n2000\u002F- to Rs. 3000\u002F-. The condition for grant of this award would remain\nunchanged.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>13.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to provide accommodation in T&amp;T Colony to the local\nemployees &amp; workers living within 12KM radius subject to availability of\nquarters.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>14.\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-trainingprogrammes\">\u003Cp>It was agreed to arrange refresher courses for employees desirous of\nappearing in professional examinations like T-2. K-3. A-3 &amp; S-3. Anyhow no\nexemption would be allowed and the requirement of clearing these professional\nexaminations would continue to apply as per practice in vogue.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>15.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to take up a case with Board of Technical Education (NWFP),\nPeshawar for granting recognition to TIP Apprentice-ship Certificate at par\nwith Diploma issued by Polytechnic Institutes.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>16.\u003C\u002Fh2>\n\n\u003Cp>It was agreed that in future the patients referred to outside hospitals\nwould not be referred to any particular doctor by name but to the concerned\ndepartment of that hospital.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>17.\u003C\u002Fh2>\n\n\u003Cp>It was agreed to enhance the wage rate of the daily wage-workers from Rs.50-\nper day to Rs. 75\u002F- per day.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>18.\u003C\u002Fh2>\n\n\u003Cp>It was agreed that with effect from the month of October, 1999 a fixed\nallowance will be paid to the employees and workers in lieu of Cold Cream and\nBath Soap as per existing entitlement at the following rates:-\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>a) Cold Cream - @ Rs. 25\u002F- per bottle\u003C\u002Fp>\n\n\u003Cp>b) Bath Soap - @ Rs. 10\u002F- per cake\u003C\u002Fp>\n\n\u003Cp>The conditions for eligibility of these items would remain unchanged and the\nrates would be valid till the operation of this agreement.\u003C\u002Fp>\n\n\u003Ch2>19.\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight focus\" id=\"clause-healthcareaccess\">\u003Cp>It was agreed that the demand of E&amp;W Union to allow medical treatment to\nthe retired employees and workers would be considered, if and when the\nfinancial health of TIP shows a significant improvement.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>20.\u003C\u002Fh2>\n\n\u003Cp>It was agreed that employees and workers proceeding on Haj would continue to\nbe allowed 45 days leave as per past practice but with the following new\nconcessions:-\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>1. The employees will be granted leave from their leave credit and in case\nthere is a deficit he would be allowed that period as leave not due to be\nadjusted against leave earned in the future.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>2. The workers will be granted leave from their leave credit and in case\nthere is a deficit he would be allowed that period as a very special case on\nhalf average pay without adjustment against leave earned in future.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>21. \u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-SENIOR_trigger\">\u003Cp>It was agreed to revise the existing rates of Service Award allowed to piece\nrated workers as follows:-\u003C\u002Fp>\n\n\u003Cp>a. On completion of 20 years service = Rs. 45\u002F- p.m.\u003C\u002Fp>\n\n\u003Cp>b. On completion of 25 years service = Rs. 60\u002F- p.m.\u003C\u002Fp>\n\n\u003Cp>c. On completion of 30 years service = Rs. 75\u002F- p.m\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Cp>22.It was agreed to constitute a committee as under to review the existing\nupper grade limits for the purpose of promotion in each cadre. The committee\nwould submit its recommendations within six months for perusal and approval by\nthe Competent Authority:-\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Cp>1. It has assured the Management of its\nunflinching support and cooperation in maintaining industrial peace in the\nfactory apart from substantially increasing the production. They have further\nreiterated that the growth.
