After a series of discussion which were held and concluded on 07th\nJanuary, 2015 in cordial atmosphere it was mutually agreed upon as follows:\n-\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>i. BASIC PAY AND INCREMENTS\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-STRUCINCR_trigger\">\u003Cp>Basic Pay of all the employees in Grades I to VII and Workshop workers (both\ninclusive) shall be increased by 48% and the rates of increments will be\nenhanced as per increase in Basic Pay and fixation of pay will be made on point\nto point basis.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>ii. HOUSE RENT ALLOWANCE\u003C\u002Fh2>\n\n\u003Cp>The existing monthly House Rent Allowance admissible to each of employees in\nGrade I to VII and workshop workers (both inclusive) shall be increased by\n45%.\u003C\u002Fp>\n\n\u003Cp>\u003C\u002Fp>\n\n\u003Ch2>iii. CONVEYANCE ALLOWANCE\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-COMMUTE_trigger\">\u003Cp>The existing monthly Conveyance Allowance admissible to each of the\nemployees in Grade I to VII and workshop workers (both inclusive) shall be\nincreased by 45%.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>iv. CHILDREN EDUCATION ALLOWANCE\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight focus\" id=\"clause-educationtuition\">\u003Cp>The existing monthly Children Education Allowance admissible to each of the\nemployees Grade I to VII and workshop workers (both inclusive) shall be\nincreased from Rs. 5,500\u002F- to Rs. 8,000\u002F- for child\u002Fchildren studying in\nSchool\u002F Colleges\u002F Universities on production of required certified.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>v. WASHING ALLOWANCE\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-ONCERISE2_trigger\">\u003Cp>The existing rate of washing allowance admissible to liveried staff and\nworkshop workers shall be increased from Rs. 700\u002F- to Rs. 1,000\u002F- per month.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>vi. TECHNICAL ALLOWANCE\u003C\u002Fh2>\n\n\u003Cp>a. The existing monthly Technical Allowance be raised from Rs. 500\u002F- to Rs.\n800\u002F- per month to all those workers who are getting Technical Allowance. It\nshould be paid at uniform rate.\u003C\u002Fp>\n\n\u003Cp>b. Service and messenger allowance should be increased from Rs. 500\u002F- to Rs.\n700\u002F- per month.\u003C\u002Fp>\n\n\u003Ch2>vii. SHIFT ALLOWANCE\u003C\u002Fh2>\n\n\u003Cp>The existing rate of Shift Allowance admissible to employees in Grades I to\nVII and workshop workers (both inclusive) if required to perform duties on\nshift basis for not less than eight hours shall be increased from Rs. 600\u002F- to\nRs. 1,000\u002F- per month.\u003C\u002Fp>\n\n\u003Ch2>viii. DIRTY ALLOWANCE\u003C\u002Fh2>\n\n\u003Cp>The existing monthly Dirty Allowance admissible to entitled staff\u002Fworkshop\nworkers shall be increased from Rs. 100\u002F- to Rs. 250\u002F- per month.\u003C\u002Fp>\n\n\u003Ch2>ix. UTILITIES ALLOWANCE\u003C\u002Fh2>\n\n\u003Cp>The existing monthly Utility Allowance admissible to each of the employees\nin Grade I to VII and workshop (both inclusive) shall be increased by 25%.\u003C\u002Fp>\n\n\u003Ch2>x. MEDICAL ALLOWANCE &amp; FACILITIES\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-healthcareaccess\">\u003Cp>It has been agreed upon that:\u003C\u002Fp>\n\n\u003Cp>a. The number of new reputed hospitals, like Tabba Hospital and Laboratories\nof Agha Khan Hospital to be included in the panel. The medical facilities for\nemployees throughout Pakistan should be provided and a reputable hospital in\nevery district should be taken on PNSC Panel. The existing clause should be\nimplemented in letter and spirits. (Management agreed and approved to\nimplement).\u003C\u002Fp>\n\n\u003Cp>b. The existing monthly Medical Allowance admissible to each of the\nemployees in Grade I to VII and workshop workers (both inclusive) to be\nincreased from Rs. 8,000\u002F- per month to Rs. 12,000\u002F- per month.\u003C\u002Fp>\n\n\u003Cp>c. If in an emergency employee in service are retired incur expenses outside\nPakistan from his own during treatment the said amount should be reimbursed by\nPNSC on approved rate and extended throughout the outside Pakistan.\u003C\u002Fp>\n\n\u003Cp>d. The existing medical facilities after retirement will be extended up to\n70 years of age from 68 years for employees and their spouse only. In case of\ndeath of employee, wife would be entitled only with cost of maximum Rs. 0.5\nmillion per annum.\u003C\u002Fp>\n\n\u003Cp>e. Regarding prolong illness and in an emergency case of retired employees,\nthe matter shall be decided by the Management on case to case basis upon\nrecommendation of S.M.O.\u003C\u002Fp>\n\n\u003Cp>f. It has been agreed that C.B.A should recommend hospitals in each district\nof Lahore, Rawalpindi and Peshawar for said purpose and inform S.M.O\n(Management agreed and approved to implement within 3 months).\u003C\u002Fp>\n\n\u003Cp>g. In case of Parents Medical Facilities (Hospitalization and treatment) be\nextended throughout Pakistan.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xi. CANTEEN SUBSIDY\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-MEALALL_trigger\">\u003Cp>The Canteen subsidy be fixed in Head Office on monthly basis from Rs.\n33,000\u002F- to Rs. 43,000\u002F- per month.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xii. RECREATION ALLOWANCE\u002FT.A CONCESSION\u003C\u002Fh2>\n\n\u003Cp>It has been agreed that Management to write a letter to the Government\nseeking the approval for the same or intimate present status.\u003C\u002Fp>\n\n\u003Ch2>xiii. LEAVE\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-PAIDLEAV_trigger\">\u003Cp>It has been agreed that the existing of 50 days leave on full pay admissible\nper year to the staff in Grade I to VII and workshop workers shall be increased\nto 52 days per year from 50 days.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xiv. GRATUITY\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-ONCERISE_trigger\">\u003Cp>It is agreed\u002Frecommended that the PNSC to pay gratuity to the employees in\ngrade I to VII and workshop workers appointed on or after 16-10-1984 w.e.f. 1st\nJuly, 2010 on priority basis.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xv. TRAVELLING ALLOWANCE ON RETIREMENT\u003C\u002Fh2>\n\n\u003Cp>It has been agreed that the Travelling Allowance on retirement in respect of\nSind and Baluchistan shall be raised from Rs. 35,000\u002F- to Rs. 50,000\u002F- for\nPunjab from Rs. 50,000\u002F- to Rs. 75,000\u002F- and KPK, Northern Area &amp; Azad\nKashmir from Rs. 65,000\u002F- to Rs. 95,000\u002F-.\u003C\u002Fp>\n\n\u003Ch2>xvi. HOUSE BUILDING LOAN\u003C\u002Fh2>\n\n\u003Cp>a.It is agreed that House Building Loan for Grade I to VII &amp; workshop\nworker may be reduced from 65 Basic to 25 Basic Pay and the deduction period\nmay also be reduced from 15 years to 5 years.\u003C\u002Fp>\n\n\u003Cp>Subject to maximum ceiling of installment not exceeding 30% of the take home\nsalary.\u003C\u002Fp>\n\n\u003Cp>b.It is demanded that Vehicle Loan for Grade I to VII &amp; workshop worker\nbe enhanced from Rs. 50,000\u002F- to Rs. 100,000\u002F- and the period of deduction be\nreduced from 5 years to 2 years.\u003C\u002Fp>\n\n\u003Ch2>xvii. EMPLOYMENT OF DECEASED \u002FRETIRED SONS\u002F DAUGHTERS\u002F WIVES\u003C\u002Fh2>\n\n\u003Cp>a.In case of Agreement 2012 it was specifically agreed by the management\nthat in case of employee death\u002F retirement during the service, his\u002Fher sons or\ndaughter would be employed on priority basis. This demand which was agreed in\nthe 2012 Agreement should be implemented w.e.f.\u003C\u002Fp>\n\n\u003Cp>b.While making appointment in any cadre, the sons\u002Fdaughters of ex-employees\nof PNSC should also be preferred and in case of non-availability of\nson\u002Fdaughter, a dependent should also be preferred the vacancy should be filled\nfrom the brother and near relatives of employees. During the course of\nemployment 50% son quota shall be kept in all categories on\npermanent\u002Fcontract\u002Fdaily wage basis.\u003C\u002Fp>\n\n\u003Ch2>xviii. ALLOCATION OF SEATS FOR EMPLOYEE’S SON IN MARINE ACADEMY\u003C\u002Fh2>\n\n\u003Cp>PNSC may arrange with Pakistan Marine Academy to reserve at least 12 seats\nfor the sons of PNSC Unionized employees and worker’s as have been fixed for\nseafarers. This demand may be implemented immediately.\u003C\u002Fp>\n\n\u003Ch2>xix. BURIAL EXPENSES\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-funeralpay\">\u003Cp>The existing ceiling for grant of burial expenses be raised from Rs.\n30,000\u002F- to Rs. 50,000\u002F- and expenses of the whole family accompanying the\ndeceased to his native place should be borne by PNSC. PNSC employee accompanies\nwith the family of the deceased should be given return air ticket.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xx. EX-GRATIA PAYMENT\u002FASSISTANCE TO DECEASED FAMILY\u003C\u002Fh2>\n\n\u003Cp>Instead of 10 months basic pay it should be enhanced to 12-months basic pay\nby PNSC.\u003C\u002Fp>\n\n\u003Ch2>xxi. MATTERS RELATING TO DRIVERS\u003C\u002Fh2>\n\n\u003Cp>The existing Special Allowance admissible to Drivers shall be raised from\nRs. 400\u002F- per month to Rs. 600\u002F- per month.\u003C\u002Fp>\n\n\u003Ch2>xxii. HAJJ FACILITIES\u003C\u002Fh2>\n\n\u003Cp>It has been agreed to increase the quota of Unionized Staff\u002Fworkshop workers\nfrom 6 to 8 persons.\u003C\u002Fp>\n\n\u003Ch2>xxiii. EID FESTIVALS\u003C\u002Fh2>\n\n\u003Cp>a. It has been agreed that Eid Advance as per existing practices to\ncontinue.\u003C\u002Fp>\n\n\u003Cp>b. It has been agreed that on the occasion of Eid-ul-Azha, Bonus may be\ngiven depending on Corporation’s financial position.\u003C\u002Fp>\n\n\u003Ch2>xxiv. HOUSING SCHEME\u003C\u002Fh2>\n\n\u003Cp>It has been agreed that letter be written to the existing Committee to start\nworking on it and put up its recommendations to the Management.\u003C\u002Fp>\n\n\u003Cp>PAGE NO. 5 IS MISSING.\u003C\u002Fp>\n\n\u003Cp>e. The transfer should be effected after every 3 years providing the\nemployee an opportunity to acquaint himself with working of the various\ndepartments PNSC.\u003C\u002Fp>\n\n\u003Cp>f. Special allowance be paid to workers\u002Fstaff who are deputed at Port Qasim\nAuthority and Gwadar.\u003C\u002Fp>\n\n\u003Cp>g. Permanent impressive\u002Fattractive identity Cards shall be issued to the\nemployees, as the present cards are not attractive.\u003C\u002Fp>\n\n\u003Cp>h. First Aid Box shall be provided to the Technical Staff at Head Office and\nworkshop.\u003C\u002Fp>\n\n\u003Cp>i. Joint work counsel be constituted as per IRO 2012.\u003C\u002Fp>\n\n\u003Cp>j. The previous agreement (2012-2014) settlement has expired on 30-06-2014,\nas such all terms and conditions facilities; benefits &amp; allowances being\nenjoyed by the workers shall continue.\u003C\u002Fp>\n\n\u003Cp>k. That in case the President\u002Foffice bearers is called to attend seminars\n\u002Fcourt cases\u002F matters relating to labour in Lahore\u002FIslamabad, the air tickets\nas well as all expenses shall be borne by PNSC.\u003C\u002Fp>\n\n\u003Cp>l. In case the services of workers if dispensed with, the aggrieved worker\nshall be entitled to take the matter to the NIRC\u002FLabour Courts which would\nadjudicate\u002F determined the matter and without any objections whatsoever from\nthe management.\u003C\u002Fp>\n\n\u003Ch2>xxxiv. TRAINING IN LABOUR COURSES\u003C\u002Fh2>\n\n\u003Cdiv class=\"cbaClause highlight\" id=\"clause-trainingprogrammes\">\u003Cp>It has been agreed that Management shall invite recommendations from the\nC.B.A on the labour courses being conducted by NILAT, I.L.O and Labour\nFederation.\u003C\u002Fp>\u003C\u002Fdiv>\n\n\u003Ch2>xxxv. HUT FACILITY\u003C\u002Fh2>\n\n\u003Cp>The benefits of hut facility should be extended for five-years after the\nretirement of the worker.\u003C\u002Fp>\n\n\u003Cp>4. All the existing facilities\u002F benefits\u002F allowances not covered by this\nsettlement shall remain in force as usual.
