Slovenia - Unions launch referendum campaign - May 31, 2026
Trade union confederations launched a referendum initiative against the Act on Intervention Measures for the Development of Slovenia (ZIURS), arguing that the law threatens public services, pensions and workers’ rights. The campaign is being led by ZSSS, KSS Pergam, KSJS, Confederation of Trade Unions 90 of Slovenia and KNSS together with civil society organisations. The unions submitted 47,223 signatures to the National Assembly in support of a legislative referendum initiative, far above the 2,500 signatures required. The unions criticised the law for introducing a “social cap” on contributions for high earners, expanding lower-contribution forms of self-employment, and enabling the automatic termination of employment contracts once workers meet retirement conditions. Trade unions also opposed provisions they said would weaken protections for older workers and increase employer control over continued employment.
