Malta - ETUC concerned about trade union rights - August 31, 2026

The European Trade Union Confederation (ETUC) wrote formally to the European Commission on 8 July 2026, over concerns that a Maltese trade union official had faced criminal investigation for carrying out ordinary representative duties. The case involved a General Workers’ Union (GWU) section secretary who had communicated with members about ongoing collective agreement negotiations, prompting a complaint under electoral silence rules; police later closed the investigation, finding no case to answer. Despite that outcome, ETUC argued the episode raised a fundamental principle, stating that a union official had been subjected to criminal investigation simply for carrying out a core representative function.
