Lithuania - Trade union confederation opposes raising quota for foreign workers - September 30, 2026
On 1 September, the Lithuanian Trade Union Confederation (LPSK) came out against a proposal to raise the quota for employing third-country nationals later this year. The 2026 quota of 24,706 has already been used up. According to LPSK, this shows strong employer demand for foreign labour, not a genuine labour shortage. Labour shortages should instead push employers to improve working conditions, raise wages and invest in productivity and skills. LPSK is particularly concerned about the transport sector, which employs about half of all third-country nationals working in the country. It points out that employers can already hire foreign workers beyond the quota if they pay the higher wage required by law, and that a sectoral collective agreement allows the social partners to jointly request an additional quota.
