Italy - New framework agreement on bargaining - September 30, 2026
The three main union confederations CGIL, CISL and UIL are negotiating a new interconfederal agreement with 14 employer organisations, led by Confindustria, on the rules of the bargaining system. The talks cover representativeness, bargaining models, wages, training, health and safety, and worker participation. One key aim is to measure and certify the real representativeness of unions and employers, in order to combat "pirate contracts" signed by unrepresentative organisations. On 22 September, after an eight-hour session at Confindustria's headquarters following a meeting the day before that ran late into the night, CGIL leader said: "For us, the wage issue and protecting the purchasing power of wages is a fundamental and decisive point." He said this issue, together with representativeness, is not yet resolved. The parties met again on 28 September, which UIL described as a decisive day.
