Finland - Unions ask ombudsman to probe oversight of food couriers - September 30, 2026
The service sector union PAM and the transport workers’ union AKT jointly asked the Parliamentary Ombudsman to examine the supervision of delivery company Wolt. They want the ombudsman to establish whether the occupational health & safety authority supervised Wolt's operations properly and in a timely manner. In May 2025, the Supreme Administrative Court ruled that food couriers working under Wolt's model are employees, not self-employed entrepreneurs, and in March 2026 it rejected Wolt's application to overturn that ruling. Wolt has said couriers should be free to choose whether to be employees or entrepreneurs. According to PAM and AKT, however, most Wolt couriers still work as entrepreneurs, and new ones are still being recruited on that basis.
