EU Sources - Public Procurement Act opens door to quality jobs - September 30, 2026
The new proposal for EU rules on public procurement, published on 9 September 2026, is a vital opportunity to ensure public money promotes quality jobs and collective bargaining, the European Trade Union Confederation (ETUC) says. Although the importance of collective bargaining is recognised in the proposal published by the European Commission, it fails to make it a mandatory requirement in the awarding process. The proposal, furthermore, recognizes collective bargaining as an element of “high-quality jobs”. The rules also move beyond the lowest price awarding, by establishing minimum quality criteria that can include social considerations. This is the first time that collective bargaining has been recognised in the EU’s law governing how public contracts worth € 2 trillion are awarded and carried out.
