EU Sources - Commission presents Fair Labour Mobility package - September 30, 2026

On 15 September, the European Commission adopted its Fair Labour Mobility package: a communication and five legislative proposals, three regulations and two directives. The centrepiece is a digital European Social Security Pass (ESSPASS) that replaces paper certificates such as the A1 form for posted workers. It builds on the European Digital Identity Wallet. The package also includes a Skills Portability Act, faster recognition of professional qualifications, including a five-week procedure, and rules on qualifications of third-country nationals. The mandate of the European Labour Authority (ELA) will be strengthened to support inspections, tackle undeclared work and fight fraud, notably involving posted workers from third countries.
