Estonia - Unions criticize outdated collective agreements database - August 31, 2026

Trade unions criticize the state’s public collective agreements register, whose publicly visible data has not been updated since early 2022. Unions can no longer register new agreements themselves and must instead email officials, who must also be asked before anyone can view the underlying data. The chairman of the Estonian Seafarers’ Independent Union (EMSA) said the gap makes it hard for companies to draft accurate public-procurement bids, since they cannot see comparable wage levels at competitors, and makes it harder for young jobseekers to know what pay to ask for in their first job.
