The dispute involved workers at the State Veterinary Administration represented by the Trade Union of State Bodies and Organisations (OSSOO) and the Czech-Moravian Confederation of Trade Unions (ČMKOS). Strike readiness was declared on 12 March in response to proposed organisational changes, including a planned 6% reduction in jobs and cuts to management positions.
