Bulgaria - Union urges Ombudsman to refer minimum wage provisions to Constitutional court - August 31, 2026

The Confederation of Independent Trade Unions in Bulgaria (CITUB) sent an open letter to the Ombudsman requesting that she refers certain provisions of the 2026 State Budget Act relating to the minimum wage and length of service to the Constitutional Court. The trade union said that it is convinced that the intervention of the Court is necessary to safeguard the principles of the rule of law, the supremacy of the Constitution, the protection of labour, and the guarantee of predictable and stable labour legislation. CITUB warned that the adoption of these texts alters the general regime governing permanent employment and suspends the current mechanism for determining the minimum wage.
