Bulgaria - Tripartite council disagrees on Labour Code amendments - September 30, 2026
At its meeting on 14 September, the National Council for Tripartite Cooperation (NCTC) failed to reach agreement on two Labour Code amendments. The first bill would replace the permit regime for employing 16- to 18-year-olds with prior notification to the Labour Inspectorate. Employers generally supported it, but both union confederations opposed it. The second would protect workers on fixed-term contracts during maternity and parental leave; unions called it socially justified, while employers and the ministry rejected it.
