Bulgaria - Government wants to strengthen sectoral collective bargaining - August 31, 2026

Following the adoption of the action plan to promote collective bargaining in February 2026, the Government is preparing amendments to the Labour Code aimed at promoting collective bargaining at sectoral and branch level. The bill sets out principles and measures that the Government, together with trade unions and employers, may take to promote collective bargaining, and regulates how sectoral collective agreements apply to workers and employers, including the possibility that certain clauses may not apply to specific employers to facilitate negotiations. The changes would also give the General Labour Inspectorate authority to monitor compliance with sectoral agreements. The reform is intended to align with the EU's adequate minimum wage directive, which encourages member states to boost collective bargaining coverage.
