The pact sets a multi-year wage path and policy measures designed to strengthen public services. Salary increases will reach approximately 11% cumulatively across 2025–2028, including a retroactive rise of 2.5% for 2025, with further increases in subsequent years and additional variable components linked to inflation. The agreement also foresees improvements in recruitment, career progression, internal promotion and training, alongside commitments to better staffing levels and updated allowances, particularly in specific territories.
