Spain - New agreement signed for public service workers - December 31, 2025
Unions CCOO, UGT and CSIF have endorsed the new Framework Agreement for the Improvement of Public Employment and Service to Citizens. The pact sets a multi-year wage path and policy measures designed to strengthen public services. Salary increases will reach approximately 11% cumulatively across 2025–2028, including a retroactive rise of 2.5% for 2025, with further increases in subsequent years and additional variable components linked to inflation. The agreement also foresees improvements in recruitment, career progression, internal promotion and training, alongside commitments to better staffing levels and updated allowances, particularly in specific territories. CCOO initially withheld support but approved backing the agreement on 2 December, clearing the way for formal signature with the Government.
