The Defence Ministry Union (SMO), which has long advocated for this recognition, welcomed the decision as an important step towards fairer treatment of defence personnel. The decree builds on earlier judicial rulings confirming that when workers are required to remain available for duty and cannot freely use their time, those periods must be considered working hours.
