The state workers — totalling some 80,000 people — were represented in the talks by the Negotiation Organisation for Public Sector Professionals (Juko), the Trade Union for the Public and Welfare Sectors (JHL), and the Trade Union Pro, while the Office for the Government as Employer (VTML) represented employers in the dispute.
