The Roadmap strongly emphasises collective bargaining and social dialogue as core policy instruments. It was developed with input from 88 recognised European social partners through cross-industry and sectoral consultations. The Commission reaffirmed its commitment to strengthening collective bargaining coverage and announced follow-up work, including a possible Quality Jobs Act after completion of first-stage consultations in early 2026.
