EU Sources - EU Quality Jobs Roadmap highlights role of social partners - December 31, 2025
The European Commission published its Quality Jobs Roadmap, a strategic initiative aimed at improving job quality, working conditions and labour market transitions across the EU. The Roadmap strongly emphasises collective bargaining and social dialogue as core policy instruments. It was developed with input from 88 recognised European social partners through cross-industry and sectoral consultations. The Commission reaffirmed its commitment to strengthening collective bargaining coverage and announced follow-up work, including a possible Quality Jobs Act after completion of first-stage consultations in early 2026. The European Trade Union Confederation (ETUC) welcomed the initiative, stating that “quality jobs cannot be delivered without strong unions and collective bargaining coverage.” ETUC stressed that the Roadmap must lead to binding legislation, warning against non-binding guidance alone.
