Chapter 6 is completely dedicated to collective bargaining and the impact of legal and policy changes since 2009. The changes to collective bargaining imposed by the Troika – especially the freeze on collective bargaining at the sectoral level –had a negative impact on the level of trust between and among the tripartite actors, heightened tension and created obstacles to restoring a bargaining tradition. The 30 May 2018 tripartite agreement marks an important milestone in rebuilding a stronger culture of collective bargaining.
