The 278-page report identifies 12 ‘skills challenges’ for \u003Cst1:country-region>\u003Cst1:place>Spain\u003C\u002Fst1:place>\u003C\u002Fst1:country-region> as it strives to recover from the protracted economic crisis. ‘Youth NEET are at risk of becoming long-term unemployed and more difficult to integrate in the future.’ As usual the OECD criticises the former centralisation of collective bargaining and sectoral provisions, because this makes ‘layoffs the primary mechanism of adjustment’ by firms.
