The report states that, if careful consideration is given to the design of the programme and its allocation, over 2.1 million net new jobs could be created by mid-2018. The ILO is critical on the current labour market reform policy: while decentralization of collective bargaining can help improve firm flexibility, there are a number of risks, including the reduction of worker coverage and fragmentation of collective bargaining, giving rise to a lack of transparency in working conditions and regulations, leading to less predictability for investors.
