This Inspectorate has the right to control compliance with agreed pay and working conditions. In just over one third of cases (5,568) employers were in breach of the rules on issues such as underpayment and the non-respect of collectively agreed pay and working conditions. The problem of social dumping is particularly acute in construction with posted workers forced to work in sub-standard conditions, often earning less that the legal minimum wage. In some cases employers don’t pay the statutory social security contribution for their workers.
