This is still above the EU average and the true figure is thought to be much higher as many people prefer to engage in seasonal work abroad instead of registering unemployed at home. With a population of around 3 million people, the country has a large and growing migrant worker population in the UK, Ireland, Sweden and other European countries. The academic community is hoping that reforms will bring about changes in the style of decision-making.
