For the three months December 2009–February\r\n2010, LRD's published mid-point for settlements monitored was 1.6%. This is\r\nonly slightly up on the previous 1.5% figure (November-January). Pay freezes\r\nstill account for just over a quarter (28%) of December-February settlements.
