Initially the industrial action is to be a work-to-rule so IMPACT members refuse to co-operate with management demands that require anything beyond normal duties. Other public sector unions have joined this initiative. On 26 January, General Secretary of the Civil and Public Services Union (CPSU), Blair Horan, at a conference in Dublin said there was a clear mandate for more intensive action.
